Eine anhaltende Dürre führte 1967 zu einer Hungersnot im indischen Bundesstaat Bihar, deren Auswirkungen durch eine grassierende Pockenepidemie verschärft wurden. Thomas Hoepker berichtete im Herbst 1967 für den „Stern" über die Situation der Bevölkerung in Bihar und die Schwierigkeiten der humanitären Hilfe.
